# Technology does not create public value.

The willingness to fix the process and the legal framework does.

Agentic government is a delegation problem, not an AI problem.

The state safeguards trust.

Citizen Agent Public service

A citizen delegates to an agent. The public service enforces authority at its gate: each request is permitted, sent back for the citizen’s confirmation, or denied, and a service-issued receipt returns to the citizen. A separate trust plane distributes trust without carrying transaction traffic. Illustrative animation only: no real signature or government transaction takes place.

The centre holds trust, not traffic.

The mandate bounds the request. The service decides.

## What agentic government is

Agentic government is an architecture for citizen–state interaction in which a person delegates a precisely bounded mandate to an AI agent, while the public service retains final authority at its gate. The agent proposes; the service permits, requires confirmation, or denies; a receipt returns to the citizen. Identity proves who is acting. A mandate proves what they may do.
